Digital transformation: LWL-Denkmalpflege, Landschafts- und Baukultur – preliminary study for the Landschaftsverband Westfalen-Lippe

Context

The Landschaftsverband Westfalen-Lippe (LWL) is a local authority association with more than 20,000 employees, which fulfils central tasks in the areas of social welfare, psychiatry, the prison system, youth and schools as well as culture in the Westphalia-Lippe region with its 231 towns and municipalities. It operates special schools, clinics and care centres as well as museums and visitor centres.
As a municipal cultural service, the LWL -Denkmalpflege, Landschafts- und Baukultur in Westfalen (LWL-DLBW) fulfils tasks in the areas of monument preservation, landscape culture and building culture. Specialists from various disciplines - from architecture, building research, restoration, art history, urban planning and photography to librarianship and archiving - work together to preserve, maintain and develop the architectural and landscape cultural heritage in Westphalia-Lippe.
A digitisation strategy was developed against the backdrop of the increasing importance of digitisation - intensified by the coronavirus pandemic. The aim was to optimise internal processes, intensify the digitisation of archive materials and promote the expansion of the IT infrastructure. The development of a structured roadmap played a key role in shaping the digital transformation process in a targeted and sustainable manner.

Approach

The digitalisation strategy was developed in a systematic and participatory process. In a comprehensive analysis of the current situation, current challenges and potential were identified through interviews with employees and the evaluation of questionnaires. Based on these findings, a long-term digitalisation vision was developed in a joint vision workshop, which serves as a guiding principle for further implementation. The potential fields of action derived from this were converted into specific projects and measures in a further workshop and summarised in a digital roadmap. This roadmap provides a clear orientation for step-by-step implementation, takes into account the available resources and creates transparency throughout the entire transformation process. The result is a planning document that can be flexibly adapted and expanded and forms the basis for ongoing digitalisation.
